Through Winton Shire Council, residents, businesses and public spaces combined lighting upgrades, community outreach and night-sky monitoring to build the case for certification.
Because the award applies to a functioning community rather than uninhabited desert, the same after-dark lighting standards had to be met by streetlights, shopfronts and household porches alike.

The council later incorporated those standards into the planning scheme, making it Queensland’s first local government to embed dark-sky requirements there.
External lighting proposed within the township zone is now assessed more clearly, reducing the chance that brighter fixtures can be introduced quietly.
