Veolia wins record water contract in India’s second-largest city for 22 million residents

In India’s fast-growing urban corridor, one major city is quietly laying the groundwork for a sweeping overhaul of a resource no resident can do without.

Away from the spotlight, the French utilities group Veolia has secured a record-setting agreement in India’s second-largest city-an arrangement intended to steady access to drinking water for about 22 million people. The deal underlines both the country’s rising water stress and its drive to upgrade ageing infrastructure at scale.

Veolia lands a landmark deal in urban India

Veolia-best known for running water and waste services from Paris to São Paulo-has won one of its biggest Asian contracts when measured by the number of people served. The assignment covers the drinking-water system of India’s second-largest city by population, a huge metropolis coping with rapid urbanisation, worn-out pipelines and unreliable service.

The multi-year agreement spans the entire drinking-water chain: drawing raw water, treating it, and distributing it through packed inner-city areas as well as extensive suburbs. After years marked by intermittent supply, substantial leakage and growing public dissatisfaction, the authorities opted to bring in an international operator.

For the first time, authorities aim to guarantee continuous, reliable drinking water service to around 22 million residents across the metropolitan area.

Although Veolia has been active in India for more than ten years, this contract is on another level. It brings together tasks that are often split across municipal units and small contractors, creating a single party accountable for both performance and service quality.

Why a megacity needs outside help for water

Across India, major cities are growing more quickly than their treatment works and pipeline networks can keep up. Industry, housing and services draw on the same limited sources, while climate change is making monsoon behaviour harder to predict. In the city covered by Veolia’s new contract, the population has increased by several million in under 20 years.

In many neighbourhoods, taps run only for a handful of hours each day-and in the hottest months, sometimes not at all. As a result, people turn to private tanker deliveries, borewells or bottled water, pushing up household costs and deepening inequality between districts.

Non-revenue water - a term for losses through leaks, theft or faulty metering - can exceed 40% in some Indian systems, wasting precious resources.

Faced with that reality, the local government had a clear choice: continue making piecemeal repairs, or appoint an experienced operator with the technical capability and financing to modernise the system. Signing with Veolia signals a decisive shift towards the latter.

What the contract is expected to deliver

The funding structure is described by officials as a “record” for an Indian urban water contract, both in overall value and in the size of the population covered. While reported numbers differ depending on the source, it is a multi-year programme combining operational responsibilities with investment.

Key aims include:

  • Upgrading and expanding drinking-water treatment plants
  • Repairing, renewing and extending the citywide pipe network
  • Cutting leakage and tackling illegal connections
  • Strengthening water-quality surveillance
  • Rolling out digital metering and improved customer service

Veolia will operate in coordination with the municipal water utility and state authorities, pairing French engineering know-how with local understanding of groundwater conditions, monsoon cycles and neighbourhood-level demand patterns.

How 22 million residents could see daily life change

For households, the change would be most obvious at the tap. Continuous-or close to continuous-service would reduce the need to queue at public standpipes or depend on tanker deliveries.

Higher-quality water should also lower the risk of waterborne illnesses such as diarrhoea, typhoid and some types of hepatitis. That, in turn, could reduce strain on clinics and hospitals and boost productivity for workers who currently miss days due to illness.

Secure, piped drinking water is one of the most powerful public health interventions a city can make, especially in dense neighbourhoods.

Businesses could gain too. Small factories, food sellers and service companies frequently plan operations around rationing timetables. A more reliable supply encourages investment and employment, particularly in areas such as food processing, textiles and hospitality.

From intermittent supply to “24/7” ambition

Many water professionals argue that real transformation begins when cities stop settling for a few hours of supply and work towards constant availability. With intermittent pumping, air and contaminants can be drawn in through cracks, undermining water quality and increasing stress on pipes.

In India and other emerging markets, Veolia often relies on district metered areas-splitting the city into zones that can be measured and managed. This allows engineers to pinpoint leaks, fine-tune pressure and track use in real time, improving service continuity step by step.

Big water agreements in developing economies often attract scrutiny. Residents may fear higher tariffs or reduced public oversight. Civil society organisations sometimes contend that overseas firms profit from basic services while improvements take longer than promised.

City officials say the pipes and assets remain publicly owned, with Veolia acting as an operator bound by strict performance requirements. They add that any tariff changes would go through local regulatory channels, with subsidies maintained for lower-income households.

Performance-based contracts tie part of the operator’s revenue to measurable results such as continuity, quality and loss reduction.

For Veolia, the reputational stakes are substantial. Previous disputes in other countries have made global operators more wary. Delivering clear, visible improvements in Indian neighbourhoods within the first few years will be crucial to building confidence and avoiding political pushback.

Climate pressure and long-term resilience

The contract also sits within a wider climate-resilience challenge. India is experiencing longer heatwaves, altered monsoon patterns and less predictable river flows. Cities reliant on a small number of over-stretched reservoirs or rivers can be exposed to both drought and contamination.

That is why the plan is not limited to pipes and pumping stations. It also covers improved management of water sources, tougher treatment capability during high-pollution episodes, and preparations for emergency shortages. Some plans involve switching between different raw-water sources when quality drops after intense rainfall.

Over time, the city may also broaden wastewater treatment and reuse-particularly for industrial use and landscaping-so that more high-quality water can be reserved for households.

Key concepts: non-revenue water and continuous supply

Two technical ideas underpin the contract.

Non-revenue water is the share of water produced by the utility that is never billed. It includes underground leaks, theft through illegal connections, and metering inaccuracies. Cutting this proportion-for example, from 40% to 25%-can deliver the equivalent of adding a new reservoir without building a single dam.

Continuous supply, often referred to as “24/7” in sector jargon, means water is available at the tap at sufficient pressure at all times. Reaching that point requires more than simply running pumps: pressure must be controlled, storage tanks used intelligently, and demand balanced across neighbourhoods.

For residents, those ideas translate into practical, everyday differences: fewer buckets stored on balconies, less spending on private tankers, and less anxiety about the next dry spell.

What happens if the model works

If the project meets its central goals, it could become a model for other rapidly expanding Indian cities under similar strain. State governments are watching, as are international utilities and multilateral lenders.

One possibility is a gradual rise in public–private partnerships for water, with overseas operators running complex networks in the largest metros while domestic firms and public utilities concentrate on smaller cities and rural programmes. Another is a more cautious path, where outside expertise is brought in only for defined tasks such as leak detection or digital metering.

For the moment, this record contract marks a change in how one of India’s biggest cities intends to safeguard a basic service for its 22 million residents. How that wager plays out will influence arguments about urban water management well beyond India.
