A major French construction group, already a heavyweight in European league tables, has opted to go all-in on Germany with a precisely targeted move.
This is far more than a one-off contract. It is a step-change that links headline infrastructure works to tighter control over the technology that underpins Germany’s most advanced buildings.
Eiffage steps up in Europe’s largest construction market
As Europe’s fourth-largest construction and public works group, France’s Eiffage has decided its watch-and-wait period in Germany is over. The next phase is markedly more ambitious: to take a leading role on complex projects, spanning everything from structural steel to the technical systems that make a building “live”.
At the centre of this shift is Salvia-Eiffage Énergie Systèmes’ German subsidiary-acquiring HTW Engineers. With that purchase, the French group moves beyond being simply another large foreign contractor and positions itself as an integrated player, with both decision-making and delivery capacity based in-country.

For Salvia, Eiffage Énergie Systèmes’ German arm, the rationale is straightforward. Instead of relying on external partners to design technical installations, the subsidiary can now own that capability in-house, with German teams speaking the language of both clients and regulators.
With HTW on board, Salvia can push further upstream into the earliest project stages-where engineering choices set construction costs, energy use, maintenance practicality and the long-term lifespan of buildings.

A tangible example of what HTW can deliver is the Monheimer Tor project in Monheim am Rhein. The complex is undergoing a substantial regeneration of Rathauscenter I and II, with the aim of becoming a multi-use urban hub.
The plan includes:
- A hotel with 142 rooms;
- An integrated car park;
- Expanded retail space;
- A six-screen cinema;
- Areas designed to prioritise pedestrian flow and economic activity in the town centre.

Big bridges, big signals: Eiffage’s German push
HTW’s acquisition is not happening in isolation. It fits into a run of high-profile contracts Eiffage has been winning in Germany, particularly in large-scale steel structures.
Levensau Bridge: a 10,000-tonne calling card
One of the most striking examples is the new Levensau Bridge over the Kiel Canal. The total contract is worth €183 million, of which €82 million goes to Eiffage. The structure is a 10,000-tonne steel giant-241 metres long and 42 metres high-designed to last for decades on a strategically important route.
Earlier, the company also secured another major tender: the new A1 motorway viaduct over the River Rhine in Leverkusen. The package, won in 2023, totals €358 million, with €126 million allocated to Eiffage. The scope includes demolishing the existing bridge and delivering a 2×4-lane structure using 16,000 tonnes of steel, with completion scheduled for the end of 2027.
These projects underline where Eiffage is already strong: major steel structures, complex logistics, long programmes and high political visibility. What was missing was the “invisible” counterpart-technical building systems and urban infrastructure services. That is precisely where HTW fits.
Germany as a European testbed for refurbishment and efficiency
With turnover of €143.5 billion in 2021 and nearly 75,000 active companies, Germany’s construction market is Europe’s largest. Yet recent momentum has been driven less by entirely new districts and high-rise builds from scratch, and more by upgrading an ageing building stock.

In regenerations like Monheimer Tor, competition is likely to revolve around who can provide higher functionality with lower energy use and fewer emissions.
For institutional investors, the deal also sends an important signal. A more “German” Eiffage suggests that long-term contracts and revenues may become less tied to the French economic cycle, spreading risk across markets that often move at different speeds.
