A short stretch of road in Selangor drew global attention: lane markings that charge in daylight and glow by themselves after dark. The government promoted it as a safety fix for unlit rural roads - and was already talking about expansion. Then specialists produced new cost figures and test findings, and the supposed flagship scheme lost momentum.
How a 245-metre stretch became a tech sensation
The trial took place on a two-lane road near Semenyih in the Hulu Langat district of Selangor. At the junction of Jalan Sungai Lalang and Jalan Sungai Tekali, the state road authority in October 2023 marked out a 245-metre test section using a special glow-in-the-dark paint.
The concept was straightforward. The area has no conventional street lighting. Instead of installing expensive columns and power supplies, the road markings themselves were meant to guide drivers in the dark. The photoluminescent paint absorbs daylight and releases it later as a faint glow at night.

In daytime, the section looked entirely ordinary: the lines resembled standard lane markings. After sunset, the effect became obvious - the stripes glowed, tracing the lane clearly. Transport Minister Alexander Nanta Linggi said the markings could remain visible for up to ten hours and that even in rain the paint still delivered a “good glowing effect”.
Why the glowing road attracted so much attention
The appeal lay in what it promised: improved safety on dark routes without costly infrastructure and without ongoing energy use. The authority was explicit that it viewed the trial as a road-safety measure rather than a publicity stunt.
The idea also had international precedent. In the Netherlands, the “Smart Highway” project and its so-called “Glowing Lines” had already made headlines. There, road markings that charge during the day and glow for several hours at night were tested as a kind of light trail on the asphalt.
In Malaysia, the focus was less on design and more on everyday practicality. In many rural areas without continuous lighting, drivers often lack clear visual guidance. For motorists, weathered or barely visible markings can be a genuine safety hazard.

On social media, many users praised the scheme. Drivers reported clearer lane guidance, particularly where darkness had previously made orientation difficult. Early on, it looked like the plan was working: enthusiasm for the technology, positive feedback, and political support.
From pilot stretch to expansion plan
Encouraged by the initial impression, Selangor announced in February 2024 that it would test the technology at 15 more sites. In total, around 15 kilometres of roads across all nine districts were to receive glow-effect markings - including in Sepang, Kuala Langat and Petaling. The projected cost was about 900,000 Ringgit.
Other states also showed interest. Johor identified 31 roads for pilot projects, including a 300-metre section on Jalan Paloh J16 near Batu Pahat. The concept suddenly looked like part of a broader approach: improving visibility on dark roads through innovative markings rather than traditional lighting.
At the same time, however, the first hard costings began to circulate - and they were far less dazzling than the glowing stripes.
When high-tech meets budget realities
The price shock was substantial. According to government figures, the photoluminescent specialist paint cost about 749 Ringgit per square metre. By comparison, standard road-marking paint costs roughly 40 Ringgit per square metre.

That turned a futuristic showpiece into a familiar infrastructure dilemma: how much innovation can an ordinary rural road justify when budgets are tight? And what use is an impressive effect if it cannot be scaled financially?
There was also the technical assessment. Engineers and ministry specialists looked beyond how striking the glow appeared and examined how resilient the paint would be under heat, rain, dirt and heavy traffic. It was at this point that confidence began to ebb.
The parliamentary line that changed everything
By November 2024, there was little sign of earlier optimism. Deputy Works Minister Ahmad Maslan told Parliament the costs were too high and that continuing the glowing lines was “likely” off the table. Even more damaging was his second point: internal tests had failed to convince the ministry’s experts.
With that, the narrative shifted abruptly. What had been framed as a “road of the future” became a typical project brought down by practical criteria: cost, durability, maintenance burden, and the ability to replicate it widely.
The Semenyih pilot therefore remained what it had always been - a real-world trial, not the launch of a new standard for road building.
What the test still demonstrated
Even with the wider roll-out cancelled, the underlying challenge remains - and not only in Malaysia. Road authorities around the world grapple with how to keep lane markings more visible at night and in poor weather, especially on roads with limited lighting or none at all.
In Japan, the National Institute for Land and Infrastructure Management has spent years developing criteria and measurement methods for the quality of road markings. There, the visibility of lines is treated as a central component of the overall safety system on motorways and expressways.
Malaysia’s pilot makes clear which levers infrastructure planners need to keep in view:

Why glowing roads could still return
The concept itself is not dead. Photoluminescent materials continue to improve: longer-lasting pigments, better binders and more efficient production processes. If material costs fall, the price-to-benefit equation could look very different in a few years.
Hybrid approaches are also plausible - for example, using short glowing segments at particularly critical points such as sharp bends, narrow bridges or zebra crossings, rather than coating whole routes. That would concentrate the effect where extra guidance is most likely to deliver a safety gain.
What drivers and councils can learn from the project
For drivers, Malaysia’s example underlines how strongly safety depends on details that seem mundane. Road safety is often associated first with airbags or driver-assistance systems. Yet in the statistics, highly visible lane markings, clear guidance lines and sufficient contrast play at least as significant a part.
For councils and road authorities, the episode shows how risky it is to rely on a technology’s initial wow factor. Pilots with real traffic matter, but they do not replace long-term cost–benefit analysis. When that balance is achieved, even something as niche-sounding as marking paint can have an outsized impact on the safety of many people.
The glowing road in Malaysia was therefore less a futuristic gimmick than a practical lesson: innovation in road building may start with spectacle, but it only survives everyday reality when cost, engineering performance and maintenance all align.
