Malaysia’s 245-metre glow-in-the-dark road markings: the rise and retreat

A short stretch of road near Kuala Lumpur made headlines around the world in 2023: instead of ordinary street lamps, Malaysia trialled special carriageway markings designed to glow on their own at night. The concept seemed straightforward, contemporary and, above all, safer for drivers. But once the initial excitement faded, hard figures and sobering test results pushed the scheme off track.

How a 245-metre stretch became a promise of the future

The trial began in autumn 2023 in the Hulu Langat District of Selangor. At a junction between Jalan Sungai Lalang and Jalan Sungai Tekali, a section of roughly 245 metres was fitted with photoluminescent road markings in place of conventional street lighting.

The principle was simple: a specialist paint absorbs sunlight during the day and releases that stored energy as a visible glow after dark. In theory, lane lines and road edges remain clearly defined even without lamp columns.

The department responsible for road works stressed that this was not a publicity stunt but a traffic-safety trial. In rural areas without lighting, lane markings can all but disappear in heavy rain or total darkness - a genuine hazard, particularly on narrow country roads.

Early reactions: enthusiasm rather than scepticism

In the first few weeks, many motorists reported favourable experiences. The glowing lines provided noticeably stronger visual guidance than standard markings. Malaysia’s Works Minister, Alexander Nanta Linggi, said the markings could remain visible for up to ten hours and still deliver a "good glowing effect" even in rainy conditions.

At face value, it looked like a model case of modern infrastructure policy: improved safety, reduced energy use and a touch of high-tech for rural routes that are often overlooked.

Glow-in-the-dark roads: not a Malaysia-only idea

The idea of roads that light themselves has been circulating in transport planning for years. In the Netherlands, for example, the “Smart Highway” project tested so-called “Glowing Lines” that charge in daylight and emit a greenish fluorescence for several hours at night.

In one Dutch pilot, the lines reportedly stayed visible for up to eight hours per night. The aim was for the road surface to do more than carry traffic: it would also act as a glowing guide, helping drivers orient themselves like a horizontal light strip.

Malaysia drew on the same underlying concept but aimed it at a different priority. The focus was not an eye-catching design statement, but a practical question: how can dark, lightly used rural roads be made safer without installing kilometres of street lighting?

  • Argument: a contribution to road safety, not a marketing gimmick
  • Basis: technology similar to projects in Europe and Asia

The big expansion pledge - and paint that was far too expensive

Because the Selangor test initially went down well, the next step was announced quickly. In February 2024, the state said it planned to expand the glowing markings to 15 locations across all nine districts. Around 15 kilometres of road were to be upgraded, including areas such as Sepang, Kuala Langat and Petaling.

The price tag, according to planning at the time, was about 900,000 Malaysian ringgit. Other states signalled they wanted to follow. Johor identified 31 road sections for its own pilots, including a 300-metre stretch in Batu Pahat.

On social media, praise came thick and fast, with many users calling Malaysia a pioneer. Yet behind the scenes, one factor was already undermining the whole concept: the cost of the material.

"The specialist paint cost almost twenty times as much as normal road-marking paint - before anyone even knew how long it would last in everyday use."

Government figures put the photoluminescent paint at around 749 ringgit per square metre. By comparison, standard road-marking paint costs about 40 ringgit per square metre. On top of that were unresolved questions about service life and wear under tropical sun, heavy traffic and intense rainfall.

The parliamentary line that changed everything

In November 2024, the reversal arrived. Deputy Works Minister Ahmad Maslan told Parliament the costs were simply too high, making it unlikely the glowing-lane solution would be continued. Almost in passing, he added a second point that mattered just as much: the ministry’s internal tests had not convinced its technical specialists.

That shift rewrote the story. What had looked like a beacon of progress became an all-too-familiar infrastructure tale, brought down by the basic cost–benefit equation. Drivers might like the idea, but that does not outweigh technical standards, maintenance demands and public budgets.

There was another message between the lines: during pilots, new technologies often appear impressive because they are novel and highly visible. Day-to-day reality is different - what counts is whether they function reliably for years and can be maintained sensibly nationwide by agencies with limited resources.

Innovation, yes - but at today’s maintenance prices

The episode underlines how much infrastructure decisions hinge on practicalities:

Until durability, cleaning and repair costs are at least comparable with conventional markings, the striking look remains an expensive luxury.

The underlying issue remains: clear lane guidance at night

Even if Malaysia does not roll the scheme out widely, the core problem does not go away. Road-safety authorities worldwide are still grappling with how to keep lane markings visible in darkness and rain - especially on motorways and rural routes without additional lighting.

In Japan, for instance, the National Institute for Land and Infrastructure Management is working on parameters that allow the quality and visibility of road markings to be measured objectively. There, markings are already treated as an integral part of the safety system, on a par with crash barriers or speed limits.

The Malaysian trial therefore highlights two sides of modern road planning:

  • New technologies can attract attention and deliver genuine improvements.
  • They still have to pass the tests of standards, budget rules and maintenance reality.

What other countries can learn from Malaysia’s pullback

For transport planners in Europe, including Germany, Malaysia’s experience is instructive. Photoluminescent markings can look like a gift: no power costs, improved visibility and a futuristic appearance. The figures from Selangor show, however, how quickly the calculation turns negative when the paint is extremely expensive and long-term evidence is missing.

A different route might be more realistic: instead of broad conversion, deploy targeted test sections on especially dangerous or remote stretches, paired with strict monitoring. That would help determine whether the technology pays off in niche scenarios - for example on winding mountain passes, at tunnel approaches, or on bridges where fog is frequent.

At the same time, manufacturers of conventional road-marking systems continue to refine established materials: reflective glass beads, tougher resins and stronger wet-weather contrast. In other words, progress is not confined to headline-grabbing glow-in-the-dark solutions; it also happens quietly, in incremental upgrades.

Why glowing roads may still return

Even with Malaysia applying the brakes for now, the notion of a self-illuminating road is unlikely to disappear from planning agendas. The cheaper and more durable the materials become, the more likely they are to be reconsidered - particularly amid high energy prices and climate targets.

It could also become more compelling when combined with other technologies:

  • smart road markings that work seamlessly with sensors or cameras used by driver-assistance systems
  • materials that adjust brightness and colour depending on weather or traffic conditions
  • approaches where only particularly hazardous sections receive glowing lane guidance

Until then, the 245-metre section near Semenyih stands as a lesson: technical innovation can impress quickly, but the real test is whether it fits the everyday constraints of a finance office and a highways authority. In Malaysia, at least for now, the answer has been no - even though the road in the dark made it look as if the future had already arrived.
