Official European statistics that track how quickly natural land is converted for development are released every few years and inform government targets. The implicit belief had been that, while not perfect, these figures were broadly dependable.
A new study suggests that confidence was misplaced: the recorded rate was wrong by almost half. By combining satellite observations with on-the-ground-style verification at thousands of locations, researchers found land is being lost far faster than official monitoring indicated.
Land loss nearly doubles
Scientists refer to this conversion as “land take” - the moment natural surfaces or farmland are covered by buildings, roads and paving, often sealing the ground for the long term.
A research group led by Dr Zander Samuel Venter, an ecologist at the Norwegian Institute for Nature Research (NINA), set out to quantify how quickly this is happening.
Across 39 European countries, nearly 1,554 square kilometres (600 square miles) of natural land and cropland are built over each year. That is almost twice previous official estimates, which relied on low-resolution satellite mapping that failed to capture many small-scale changes.
This rise does not imply construction activity suddenly accelerated. Instead, earlier maps were too coarse to register a single new house or a short stretch of road - the modest developments that were not being fully counted. When these are added together, the true annual total increases sharply.
Counting from space
To detect fine-grained change, the researchers used Dynamic World, a tool that classifies land cover using recent satellite imagery in tiles roughly 9 metres (30 feet) across. It highlights where open or bare ground becomes built-up.
Because automated classification can be wrong, the team validated results manually. Around 40 investigative journalists - working with a network called Arena for Journalism in Europe - reviewed nearly 10,000 individual sites using high-resolution aerial photographs and street-level images.
For each location, they decided whether the land had genuinely been built over and what type of development had appeared. This hands-on audit corrected satellite misclassifications, producing a robust estimate with real uncertainty bounds rather than a crude count of changed pixels.
A sharp divide
When the losses are expressed per head of population, stark differences emerge. Norway ranks highest by a wide margin, sealing about 6.2 square metres (67 square feet) of land per person each year.
Switzerland lies at the opposite end, at just 0.65 square metres (7 square feet) per person - roughly one-tenth of Norway’s pace. Estonia and Ireland also sit near the top, while Italy and Spain are closer to Switzerland.
The drivers are not yet fully clear, but the pattern is suggestive. Countries with higher rates are often affluent and thinly populated, potentially reflecting a preference for detached homes and holiday cabins. Previous research has also shown that built-up land has been expanding faster than population growth for many years.
Grasslands under pressure
Most construction does not occur on pristine wilderness. About 80% takes place on land already shaped by people - such as urban parks, private gardens, and the fields and meadows surrounding farms.
One habitat type is disproportionately affected. As a fraction of what remains, grasslands are disappearing at around five times the rate of other wild and semi-wild land. Meadows may appear to be spare space, yet they provide refuge for pollinators and for birds that nest on the ground.
Some grassland ecosystems are among Europe’s most wildlife-rich areas, which is why ecologists view their gradual disappearance with concern. One paper argues these landscapes deliver far more than their appearance suggests, including livestock feed and water filtration. Once they are covered by development, they seldom return.
Housing and roads
A large share of land take stems from everyday pressures. New housing and the mixed-use areas that accompany it account for roughly four in ten instances across Europe. Roads, railways and logistics facilities contribute another fifth.
Agriculture-related development forms a smaller portion - about one in eight cases - when fields are replaced by barns, silos or new rural plots. Industrial sites such as factories and warehouses make up slightly less. Mining and forestry contribute very little.
For planners, this distribution points to where interventions matter most. The leading issue is urban sprawl - low-density housing extending into farmland and the countryside - with road alignment close behind. Progress on both would bring much of the challenge within reach.
The cropland question
Farmland is also heavily affected. Of the total land converted each year, around four in ten parts are cropland - the soils that produce the continent’s food. Once a field is sealed beneath concrete, its yields are permanently lost.
The rest comes from natural areas and from the green spaces woven through towns and cities. These smaller patches can be barely visible in coarse mapping, yet one review finds they reduce street temperatures and absorb stormwater.
There is, however, a trade-off. A standard response to sprawl is denser building - fitting more homes into the land cities already occupy. If this is done without care, the parks and gardens that make higher-density living tolerable may be the first to disappear.
Improved land monitoring
The study’s central message is that Europe has been converting land more quickly than its own statistics suggested. Earlier monitoring failed to capture the constant trickle of small developments - new homes and short roads - and that trickle nearly doubles the recorded rate.
This discrepancy matters for policy. Europe’s commitment to reach zero net land take by 2050 already appeared demanding. At today’s pace, those aims “may be increasingly unrealistic,” the researchers write.
The methodological shift may prove just as important. By combining free satellite imagery with trained human reviewers, land take can now be measured annually rather than on a five-year cycle. Establishing the true figure is the point at which action can properly begin.
